Члены городского магистрата собираются на сходку на которой решают просить у императора 25-летнюю ссуду для города в размере 250 тысяч рублей, необходимаую для завершения строительства порта. И в кечстве "взятки" решают отправить Павлу три тысячи апельсинов. Обоз с фруктами отправился в Санкт-Петербург 8 февраля, и уже 26 февраля (Это очень быстрая доставка для того твремени.) его вручили адресату. Затея удалась и уже 1 марта Одессе выделили заем в 250 тысяч рублей на 14 лет. Льготы тоже продлили на 14 лет.
